If i never received a court paper stating that they will garnish my wage...can i use that as a reason to?

get the judgement dismissed? and set up a payment plan? I always get a statement of my balance but never a letter warning me of wage garnishment. they take like 800 from my state tax for the past two years and i owe about 700 dollars left. I didn't make any payments because I thought they were just going to take my state tax for 2012. The balance due from the judgement is $1000 though...who do i dispute the inaccurancy of the balance to?
